National Change of Address/Move Updates Compliance

The USPS has mandated that organizations doing mass mailings monitor their mailing lists more closely, reducing the amount of undeliverable mail. All discounted Presorted First Class and Standard mailings must have had a “Move Update” performed on their list within 95 days of mailing. The list needs to be reviewed using an approved method to compare it with the Move Updates filed with the USPS. Each mailing needs to meet a specific threshold of 70% accuracy.

Enforcement of this requirement began in 2010. A Move Update method must be identified with the submission, or no discounts will be allowed. The USPS will review your mailing when it comes to the mail facility, and if the 70% accurate threshold is not met, a penalty will be imposed or the entire mailing will be rejected. That penalty can be costly – a seven cents per piece charge for those beyond the threshold. For example:

  • 50,000 piece mailing
  • 60% pass rate (40% outdated addresses)
  • Penalty: 50,000 X 10% (difference between pass rate and 70% threshold) X .07 = $350
