Judy Bergtraum

Judy Bergtraum is Deputy to the Vice Chancellor of the Office of Facilities Planning, Construction and Management at CUNY – The City University of New York. Her office is responsible for overseeing the University’s capital construction projects from inception to completion, and execution of a capital construction budget of more than $3 billion for 23 colleges and professional schools.

Previously, Ms. Bergtraum was First Deputy Commissioner of the Department of Transportation, where she helped manage a $5 billion capital program that included construction of the Whitehall Ferry Terminal in Manhattan and the St. George Terminal on Staten Island. As Chief Operating Officer, the First Deputy Commissioner oversees the Department’s daily operations, which include maintaining much of the City’s transportation infrastructure, such as streets, highways, sidewalks, and bridges.  Ms. Bergtraum has also served as Deputy Commissioner in the Department of Citywide Administrative Services, Division of Municipal Supply Services; Assistant Commissioner for Strategic Planning within DMSS; Assistant Director for the Mayor’s Office of Operations; Director of Special Education Data Tracking for the Board of Education; Attorney for the Board of Education, and a teacher for elementary grades and special education.

Ms. Bergtraum has a BA and a Master of Science from Boston University, and a law degree from Brooklyn Law School. She has been President of Community School District 25 and of the Community Education Council; she also serves as a trustee of the Queens Library Board and a member of its Capital Construction Committee. She joined the Fedcap Board in 2008.
